Abstract

Islamic boarding schools, known as pesantren, represent one of the oldest religious educational institutions in Indonesia, holding a strategic role in shaping morally grounded human resources while also functioning as centers for religious outreach and community empowerment, making their sustainability contingent upon clear normative support from both central and local governments. This study aims to comprehensively examine the regulation of government roles in the administration of pesantren based on Regional Regulation of Indragiri Hilir Regency Number 2 of 2024, while also assessing the conformity of its substance with Law Number 18 of 2019 concerning Pesantren and Law Number 23 of 2014 concerning Regional Government as the overarching national legal framework. This research employs a normative juridical method with a descriptive-analytical character, supported by statute and conceptual approaches, drawing on primary, secondary, and tertiary legal materials gathered through library research, which are then analyzed using grammatical and systematic interpretation techniques. The findings indicate that local government holds a dual position as both regulator and facilitator in pesantren administration, with Regional Regulation Number 2 of 2024 serving as a technical elaboration of the funding and coaching obligations mandated by the higher legal frameworks above it. Comparison with similar implementation practices in Pamekasan Regency, Pekalongan City, and Boyolali Regency reveals that the success of regional regulations depends heavily on cross-sector coordination, adequate resource allocation, and the institutional capacity of pesantren management, rather than the strength of the legal norms alone. This study recommends strengthening inter-agency coordination mechanisms, developing digitalbased data systems, and establishing measurable evaluation indicators to ensure the sustainable effectiveness of the regulation's implementation in Indragiri Hilir Regency going forward.
