Abstract
Clarity of village and sub-district boundaries constitutes an absolute prerequisite for orderly governmental administration, optimization of public services, and prevention of inter-regional conflict, as mandated by Law Number 6 of 2014, Minister of Home Affairs Regulation Number 45 of 2016, and Presidential Regulation Number 23 of 2021 concerning the One Map Policy. However, the reality in Indragiri HilirRegency, particularly in Tembilahan and Tembilahan Hulu Subdistricts, reveals a gap between legal norms and the still-unresolved practice of boundary settlement. This study aims to identify the role of the Regent of Indragiri Hilir in accelerating the affirmation and determination of village/sub-district boundaries, to reveal the inhibiting factors, and todescribe the efforts undertaken to overcome those obstacles in 2025. This research employs an empirical legal method with socio-legal, statutory, and conceptual approaches, using semi-structured interviews, documentation studies, and literature review, analyzed through descriptive qualitative analysis. The findings indicate that the Regent holds a central role as Chairman of the Village Boundary Determination and Affirmation Team (Tim PPBDes) and as the guarantor of legal certainty over territorial boundaries, yet the acceleration process remains hindered by technical-procedural factors, such as the absence of authentic maps and weak tiered reporting, as well as structural factors related to the unmet national target of the One Map Policy. Efforts to strengthen the institutional capacity of Tim PPBDes, apply local wisdom-based approaches, and foster cross-sector collaboration with the Geospatial Information Agency and the National Land Agency proved relevant as solutions. This study concludes that legal certainty over village boundaries heavily depends on consistency between central and regional policies, and it is recommended that the Regent of Indragiri Hilir accelerate the fulfillment of cartometric documents, improve tiered reporting, and institutionalizethe involvement of customary leaders as mediators to prevent future agrarian disputes.
