Abstract
The Neighborhood Association (Rukun Tetangga/RT) is a social institution positioned closest to the community, yet its existence is not explicitly regulated under Law Number 23 of 2014 concerning Regional Government, resulting in a normative vacuum regarding its legal status. In practice, RT frequently performs administrative functions such as issuing referral letters, verifying residency, and collecting resident data, despite lacking an explicit legal basis of authority. This situation generates a dualism between RT's position as a non-structural community institution and the empirical reality of its function, which resembles formal governmental action. This study aims to analyze the juridical position, the scope of authority, and the validity of administrative actions undertaken by RT through a normative legal research method employing statutory and conceptual approaches. The findings indicate that RT's position is social-administrative and non-structural in nature; its authority is limited and derivative, as it does not originate from attribution, delegation, or mandate; and its actions are classified as factual social-administrative acts that remain practically valid yet legally vulnerable in formal terms. These findings confirm a substantial gap between existing legal norms and actual governmental practice at the community level, indicating the need for clearer regulatory arrangements to ensure legal certainty, accountability, and transparency in the delivery of public services at the most fundamental level of governance
