Abstract

The enforcement of Local Regulations by the Civil Service Police Unit (Satpol PP) constitutes a vital component of regional autonomy implementation in Indonesia, yet its execution frequently generates tension between firm enforcement and the protection of community rights. This study aims to analyze the legal arrangement of Satpol PP's authority under prevailing legislation, its implementation from a regional autonomy perspective, and the inhibiting factors along with optimization efforts. The method employed is normative legal research using statutory and conceptual approaches, drawing on primary, secondary, and tertiary legal materials analyzed qualitatively. The findings indicate that Satpol PP's authority is attributive in nature and has been regulated in a hierarchical manner, yet its field implementation remains insufficiently proportional and humane, particularly toward economically vulnerable groups. The main inhibiting factors include disharmony in technical regulations, limited personnel and facilities, low public legal awareness, and an imbalanced legal culture. This study recommends regulatory harmonization, institutional capacity strengthening, and a shift toward preventive and persuasive approaches to achieve just public order within the framework of regional autonomy
