Abstract
This study examines the implementation of criminal act handling in the fisheries sector within the jurisdiction of Indragiri Hilir Regency. Despite relatively good regulatory knowledge among fishermen, the actual enforcement of fisheries law faces challenges such as limited supervision, lack of active community participation in reporting violations, and socio-economic constraints that lead to the continuation of illegal fishing practices. This research employs an explanatory sequential mixed methods approach, combining quantitative surveys of 67 fishermen with qualitative interviews and focus group discussions, to collect comprehensive data on the effectiveness and barriers in law enforcement. Findings reveal that only a minority of fishermen report violations actively, and many have not been directly supervised by authorities, which reduces deterrent effects. Economic and social barriers further complicate compliance efforts. The study concludes that strengthening institutional synergy, modernizing surveillance systems, intensifying legal socialization, and empowering local communities economically are crucial to improving law enforcement outcomes. Integrating these interventions is imperative to foster sustainable fisheries management and to enhance the welfare of fishermen in Indragiri Hilir, ensuring both ecological preservation and legal compliance in fisheries activities.
